    M.I. Israel Jáuregui is Deputy General Director of Energy Efficiency Management of the National Commission for the Efficient Energy Use (CONUEE). Between 2008 and 2012, He was Energy Manager Director for Grupo Salinas where he won the National Award for Energy Conservation in editions 2010 and 2012. He has a Bachelor’s Degree in Mechanical Engineering and a Master Degree in Energetic Engineering from the National University of Mexico (UNAM). Since 1995, M.I. Jáuregui has been academic in the Engineering Faculty of UNAM.

    As head of the General Direction of Natural Gas and Petrochemicals, secondary to the Policies on Industrial Transformation Unit at the Hydrocarbons Undersecretariate, David Rosales is responsible for the development, review and implementation of Public Policies on Market, Infrastructure and Management related to Mexico’s Natural Gas and Petrochemicals.

    Prior to his employment at Sener, he worked at IEnova as the Regulation and Permit Manager for the Development Vice-presidency, where he analyzed and reviewed the energy reform to identify new business opportunities for the company and assisted the transport, storage, distribution and power generation business units on their regulatory compliance and management. He was also a member of the team in charge of relations with the Mexican Government and with the different regulatory bodies, in order to promote the further development of energy activities.

    Before his period on the private market, he worked at Banobras as the Energy Projects Assistant Manager for the National Infrastructure Fund, designing and implementing clean energy and hydrocarbon projects from the prefeasibility analysis stage through to their conclusion and implementation.

    Earlier on, he worked at the Mexican Energy Regulatory Commission (CRE: Comisión Reguladora de Energía) as Director for State-companies and self-use Permits; and at Pemex Gas y Petroquímica Básica as Transportation Regulation and Tariff Planning Specialist, where he gathered vast experience on topics related to the Permanent Regime, First Hand Sales, the National Pipeline system, Acquired rights, Financial Risk Evaluation and Tariff modelling on natural gas.

    David holds a MS in Finance at the Universidad Carlos III de Madrid, Universidad Autónoma de Barcelona and Universidad de Alicante; a bachellor’s degree on Actuarial Sciences at the Universidad Marista (formerly Centro Universitario México, Higher Education Division) and is currently studying a Ph.D. on Strategic Management and Development Policies at Universidad Anáhuac México.

    He is the General Director of the Electricity Industry, at SENER. An economist from the National Polytechnic Institute, with a Master's degree in Energy Systems Engineering from the School of Engineering of the UNAM.

    He worked as an economic analyst at the Mexican Petroleum Institute and later joined the SENER at where he has collaborated in the Undersecretaries of Planning, Electricity and Hydrocarbons. His experience includes the modelling of energy systems as well as the optimization of generation portfolios, energy markets and hydrocarbon logistics.

    He is currently in charge of the follow-up and implementation of the Market Rules and the Wholesale Electricity Market.

    Mr. Rogelio Montemayor Seguy holds a B.A. in Economics from Tecnológico de Monterrey and a M.A. and Ph.D. in Economics with a major in Economic and Social Development. He obtained his Masters and PhD degrees from the University of Pennsylvania, where he served as a research assistant for Ph.D. Lawrence Klein (Nobel Prize in Economic Sciences,1980).

    Mr. Montemayor has a wide experience at the local and federal sectors in the areas of social development and economic policy. He served as Director of Economic Policy and later on as Undersecretary of Development Planning, both in the Ministry of Finance and Public Credit. He also served as Technical Secretary of the Economic Cabinet of the Republic’s Presidency. In 1985, he was appointed President of the National Institute of Statistics and Geography (INEGI) and as a result of the earthquake occurred in Mexico City, he was in charge of coordinating the decentralization of this organism in the city of Aguascalientes along with almost 3,000 employees and their families.

    He represented the State of Coahuila as a Federal Deputy in the LIV Legislature, where he presided the Programming, Budget and Public Accounts’ Committee. Before becoming the Governor of Coahuila from the period of 1993-1990, he served as Senator. In 2000, after concluding his term as Governor, he was appointed Director of Petróleos Mexicanos (PEMEX). Along with his political work, he has several publications on economic policy on various magazines. Among these publications are “An agenda for accelerated growth and equity” (Platform, No.2, May 2012, Quarterly Journal of the Colosio Foundation); he is co-author of “Planning in times of crisis” (SPP, 1983) and; is author of the book “The change that did not come, reforms that Mexico requires” (Diana Editorial, 2005).

    Currently, he is an independent consultant in community development projects and advisor to various agencies and educational institutions such as the Autonomous University of Coahuila. Also, at this time, Mr. Montemayor chairs the Cluster de Energía Coahuila, A.C. (Coahuila’s Energy Cluster, A.C.).
